Even though the global net income from oil and gas production has reached unprecedented levels due to the energy crisis, the need for increased investment in renewable energy, energy efficiency and other clean energy technologies is widely acknowledged. Competition amongst the world's countries has even grown to attract the most investment: in the US, the Inflation Reduction Act signed by President Joe Biden in August 2022 authorised nearly $370 billion in clean energy and decarbonisation spending over 10 years - the largest climate change investment in the nation's history, under clear regulatory rules. In Europe, the RepowerEU strategy, announced in May 2022, provides for €300 billion over the next ten years. At the same time, India has announced that it will meet fifty percent of its electricity needs from renewable energy sources by 2030. In this new context, which countries are the most attractive for financing and developing clean energy projects? How can Europe be maintained as an attractive region of the world for developers and investors? Are the existing financial supports and regulations adequate?
